The craigslist sellers often pull that trick, or something close to it: I won’t tell you where the property is until you establish yourself as a “serious buyer”–whatever that means. You practically have to be under contract before they will even tell you the address.
I could point you to the guys who do it, but I don’t want to give the losers any publicity. But the 520barron blog shows an interaction with one of them.
